About PHURA
PHURA was established by the City of Phoenix in 2005 as a long-term investment strategy to fund and construct capital improvement projects in the Urban Renewal Plan boundary area.
The purpose of the Urban Renewal Plan [adopted by the City in 2005] is to eliminate blighting influences found in the Urban Renewal Area, implement goals and objectives of the City of Phoenix Comprehensive Plan, and assist in meeting the City’s economic development objectives through the redevelopment of key sites, property rehabilitation, improving infrastructure in the urban renewal area, and assisting with the construction of needed public facilities.
The powers and duties of the Agency are provided by Chapter 457 of the Oregon Revised Statutes, and as authorized by the Urban Renewal Plan. It is a separate legal and financial entity (not a commission or committee).

Notice Of Phura Budget Committee Meeting
A public meeting of the Budget Committee of the Phoenix Urban Renewal Agency, Jackson County, State of Oregon, to discuss the budget for the fiscal year July 1, 2022 to June 30, 2023, will be held at the Civic Center in a hybrid style, 220 N. Main Street, Phoenix, Oregon. The meeting will take place on the 10th of May, 2022, at 5:00 pm. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. A copy of the budget document may be inspected or obtained on or after May 3, 2022, at City Hall, 112 West 2nd Street, Phoenix, Oregon, between the hours of 8 am and noon, and 1 pm and 5 pm or online at www.phoenixoregon.gov/phura. This is a public meeting where deliberation of the Budget Committee will take place. Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

Urban Renewal Volunteer Positions
Phoenix Urban Renewal Agency has (5) four vacancies on the Budget Committee. Interested persons must be registered voters and live within the city limits and have an interest in the City. This is a voluntary position, receiving no compensation.
The PHURA Budget Committee shall consist of the City Council and seven members appointed. The Budget Committee meets as necessary during the year and at a minimum must meet each spring to review the budget proposed by the Executive Director. The meetings are open to the public and input from the public is received at the meetings.
A vacancy shall be filled, and that appointee shall serve the unexpired portion of the term.
